what is the difference between Chronometre Certifie and Chronometre Aerospace ?

Nothing. Both are the 42mm SuperQuartz B79 version. It's just new words on the dial. Breitling designers change the words on the dial of the Aerospace every few years. Starting at the beginning, they've had...
NAVITIMER
AEROSPACE
REPETITION MINUTES
CHRONOMETRE AEROSPACE
CHRONOMETRE CERTIFIE

and have now gone back to
CHRONOMETRE AEROSPACE

Not necessarily.

As Sharky said Chronometre Aerospace is on the dial of the current models, it having just changed from Chronometre Certifie. However before Chronometre Certifie it was also Chronometre Aerospace.

is any way I can know for sure if i got a new Brietling or a refurbished one?

i have bought one few month ago from an Authorised Dealer and then after a short while i realized that there are few issues with it. (on the dial was "Chronometre Certifie"

he replaced with another one and this time on the dial is "Chronometre Aerospace"

when i asked him he half said that was a "small" problem...

If it's from an AD, and it's not sold as second-hand or used, then it should be brand new. No AD that values his AD status will sell you a refurbished piece without telling you.

Even though the watch may have come out of production a couple years ago it could still be new. As long as the AD fills out the warranty card indicating the sale date you should have no problem.
