Yes, you can. I would be cautious though about pinning it on a short sleeve collar though.

Pinning a pin to a shirt collar is imho of such bad taste that the sleeve length would hardly suffice to make it any better...

As for the field of law, it's a place where a little humor and the proverbial grain of salt often come in handy... Unlike pins of any description...

One crucial question remains though... Is that sleeve collar button down?

Perhaps because the winged "B" lapel pin is similar to the pins worn by United States Army Air Corp members during WWII on their uniform jackets our OP may have confused those uniform lapels with the lapels on a suit or blazer. You can "google" army air corp uniforms using "images" and see many examples of those pins. Further, the shirt collars of many members of the U.S. military have rank insignia pins such as captain's bars or a major's oak leaves attached for rank recognition. Other collar pin devices are used as designators for various units as well. Today, many ex military aviators wear a suit lapel pin which is a miniature replica of their pilot wings worn on the left breast of their old uniforms. Many politicians wear their national flag as a lapel pin and members of various other organizations do so as well.

IOW, I suspect the confusion between "lapel" and "collar" may simply be based on the appearance of those miniature Breitling "wings'. No harm, no foul....

Well I fully get your point regarding members of the military wearing parts of their uniform as they are intended to, be it on their collars or elsewhere... But that doesn't prevent average joe from looking like a fool if he came to pin a cheap PR gift to a perfectly civilian shirt collar...

But then, if there're already sleeves hanging from said collar...
