I'm in. But I don't know what it would be good for? Isn't it better if people don't join if they don't plan on staying?

Well to answer the specific question........

That was the last time that the server time screwed up and recorded everyone who logged in over about a 6 hour period as being on at the same instant. It also prevented people from posting more than one post because it thought that it was too soon after the last post for several hours.

If you are still having problems it is at your end. Since the server move 18 months or so back it hasn't happened.
