I saw a fraction of it in a Tv commercial last week...it makes more sense after seeing the whole thing.
Still a little confusing though :?
I do want to clarify that I got the tie in to the Czar and Santos the pilot but I think few People will get it.IMHO

All of a sudden I've got an urge for a Santos XL...

In all seriousness very creative... Gotta hand it to the advertisers...

I also got the tie in to the Pasha with the elephant but what's the dragon about?
I mean it was very well done but very complicated I think to the general public.
Or is it intended for the people who do know? 8)

Interesting symbolism throughout the entire commercial and it had me doing a little google research as a result. At any rate here is an answer about the dragon and a couple other snippets I found that haven't been mentioned.

This is Lung, the immortal dragon that represents the relationship with China and all of Asia. A liaison that has influenced the artistry of Cartier, especially with the launch of the Bestiaire collection with the first chimera bracelet in 1922.

The panther finally lands in Paris, the birthplace of Cartier, on Place Vendôme where he meets supermodel Shalom Harlow at the Grand Palais. Her presence represents the free, impassioned and elegant spirit of the Cartier woman.

Very cool advertisement IMO. I noticed the Cartier website has a section which explains each aspect of the film. Click on menu and then experience.
