I've reported this as I can't think of any valid reason to buy paperwork other than to give a legitimate ID to a fake:

It looks real to me, so I'm not going to report. I get the argument, but don't see any breach of eBay rules.

Exactly. Nothing to report as perfectly within eBay rules to sell genuine papers, no matter what they may be used for in the future.
