Not sure what you mean by the pawl, but I don't see any issues with the movement.

The spring loaded "arm", the head of which you can see located between the stem screw and the minute register wheel, my understanding is the pressure applied by this pawl is crucial to the correct operation of the chrono, but it doesn't appear to be touching the wheel in the last(clearer) pic of the movement.

OK, I see it now.

Tough to see whether it's actually bent, it's an adjustable piece that is held in with a screw (that you can see) and a steady pin (that you can't as it is on the underside). The screw should be a fillister head, and I can't see from the photos whether it is or whether it has ben replaced. If the screw specs aren't perfect that may be an issue, or it may simply be slightly bent where the arm leaves the body. I wouldn't be overly concerned as it will be fairly easy to adjust.
