What are the red and blue markings for between 10 and 11 o'clock? How are they used?

There is a 10 minute countdown to the start of a yachting regatta and the idea is to be approaching the starting line at full speed as the 10 minute countdown expires (i.e. the race starts). The M1 that you bought can be set to start the chronograph at 50 minutes so that it tracks the countdown (read the manual for changing the chrono stat).
