Pretty sure you're referring to the chronograph hand.... which should tick as it's an increment of less than 1 second.

For some reason, the watch on the home page isn't showing any movement on my browser screen. But I've seen it before and know what you're talking about - the seconds hand jumps like on a quartz watch. I once wondered if Breitling made a Bentley with dead-beat seconds, but Roff confirmed they do not. So, it just seems like an oversight on their part. Go figure.
