It's definitely a real ref #13050 Chronomat.
I don't have my references but I think it's from ~1994-1999.

94 - 99 is correct, no way to more accurately date this as it's too early for the date codes between the lugs.

No, after 1978 serial numbers can't be used to age the watch. If you need the exact age the only possibility is to ask an AD to contact Breitling. They may be able to tell you when the watch was first sold, but not sure that they maintain records this far back.

rider tabs are crooked, exp 6. looks like its been messed with

That's likely nothing more than a loose bezel screw, the watch itself is real, and at 15 years old or so it's not going to look mint.
