I know what you are saying Bill, I've had a quick look through some of my stuff but haven't found anything for this model.
I guess like so much else it may be more a matter of reading the tea leaves.
Going back to the 1969 catalogue, while it does not talk specifically about the 7650, it does say that the other two can be offered in a variety of configurations. So presumably you would order the yachting dial and handset as a special order. It may be this configuration was never advertised as it was made only to order.

So I think it's fair to say that this is a the correct bezel for a yachting timer.

Well spotted, missed that completely. Okay, if we rule that one out we now have seven unique examples of the watch, except for the one you show all the others, IMHO, show the same dial and the same style of hands (although the colours are different across some of them), given that and the fact that these style of hands are used on the smaller cased chrono-matics, Top-Times, Datoras, etc shown in the 1969 catalogue, I think I would be happy to say that this is an acceptable and consistent known configuration for this watch.
Like you say the case numbers are in a tight grouping and given what appears to be this odd "by hand" engraving across a number of the watches this raises more interesting question marks for me. It would be interesting to see if anyone has the regular 7650 they could show and see how the case is marked on that.
