The spring drive is mechnical in that energy is supplied via a mechically wound main spring by crown or auto wind rotor. Where it gets different is in the regulation. Instead of a hairspring that goes back and forth (tic tock) a gear spins in one direction within a caliper, like disk brakes, the spining gear generates electrical power which is supplied to the caliper. The caliper with quartz regulation then applies a magnetic field to "brake" - control the rotational speed. What you get is a true sweep second hand, not tics and tocks, and impressive accuracy.
