I was wondering if the Breitling SuperOcean A17340 model came originally with the COSC certificate our would I have just missed it?

If the third digit of the model number is a 3 then it is a COSC certified movement.

You can order replacement certificates through Breitling, but will have to at least provide the watch for inspection and it may need to be sent away depending on the distributor policy.
