I'm sure any competent watchsmith (not the "fit a new battery for £5" you find in department stores) would probably be able to perform a service on a B13 movement. The ETA / Valjoux 7750 it's based on is the world standard automatic chronograph movement and used in thousands of different models so they should know it well.
However, Breitling do modify the movement (don't know how) so it's certainly sensible to take it to an AD for them to send to Breitling if it's in need of a repair and with a Breitling service, it will come back like new so imho worth paying the extra for.
