Clearly states "non-genuine" several times in large bold type so not an issue for me.

Yeah I don't have an issue with this, it's just an aftermarket strap. I get the logo thing, but if Breitlign doesn't care enough to protect their logo then I don't see why I should. I'm much more interested in protecting someone from getting scammed and that's not going to happen here.

I was under the impression it was against eBay rules to use another company's trademarks/logos without permission? It says Breitling and he specifies in the description but not the title...then again if someone buys without reading the description, than I suppose it is more shame on them rather than the seller.

There is clearly no attempt to deceive. If eBay doesn't want to police themselves, and Breitling doesn't care enough to do anything about it then I don't think that it's my job too.
