As stated before, I took it to my AD once for regulation, but they were only capable of making it "better," but not getting it withing COSC specs.

Maybe you could try getting it done at a local Rolex repairer as I did with my Steelfish recently. It was losing 5 seconds a day before regulation, but after regulation by them it has only gained 2 seconds in 3 weeks. While it's pretty disappointing to say it, but if Breitling can't sort it out, maybe you should try elsewhere. As Watchmakeress suggested, any vaguely competent local watchmaker should be able to sort this for you.

Silly question and probably not the right place, but does the Skyland need to be wound as well?

AD Shop did not mention anything and everything was set for me........seems to be running on time...........

Also, how can I accurately test it??

Your watch will need to be wound if you don't wear it for any length of time and it stops - Breitling autos tend to have a power reserve of around 40 - 42 hours on a full wind. Alternatively if you wear it daily and are at least moderately active - i.e. not in bed all day - then it will just keep going without any need for a manual wind. Of course manual winding once in a while won't hurt your watch, so wind it now and then if you like.... it's up to you.

In terms of checking it's time-keeping, I use the atomic clock website to set my watch if I want to see how it's tracking over a few days.
