I spent quite a bit of time reading through the fine print at PayPal (and they are making it increasingly difficulty to even find the fine print...I don't like that trend at all). I don't remember noticing any difference between the payment methods as far as PayPal policies are concerned. There is a significant cost savings for the seller if the buyer uses echeck.
However, one thing you should be aware of is that if you are a buyer and you purchase something outside of Ebay, you are not protected if the item is "significantly not as described" ("SNAD"). The seller can send you a rock, and you have no recourse with PayPal. If you paid with echeck, you can't even hold credit card payment. Consequently, be skeptical if a seller wants you to pay with echeck outside of Ebay. As a seller, though, I don't see any downside.
A few months ago I used Escrow.com for a transaction outside of Ebay, and it worked really well, and was a lot safer. Fees were comparable to PayPal. Using a bank wire with Escrow.com was comparable in cost to PayPal echeck and paying with credit card was comparable to PayPal credit card fees.
