should we reconsider ?

I have seen several of these over the years , all exactly the same in every detail
here's another one that just popped up and I am actually on the fence about these
seems like it belongs in the 3865/75 series , late 70ies undocumented

FWIW, rotor engraving is different and the one rene posted has a Ref #? And can't read the serial on Rene's but the OP doesnmt make sense -- but maybe crazy times and scrounged parts?
