Is there such a watch as an arbitro and is it fake?

Clearly has issues. Seller admits that dial is refinished and you can see that the Breitling logo is wrong so no reason to believe that it's Breitling - no idea what the Arbitro refers to, it's Italian for referee, but other than that, no clue. 761 is a valid model number, although this would be a late serial, and I was ready to say that the case looked OK subject to Breitling likely being added, but the lugs look wrong for any 761 that I have seen - they should be thinner and straight rather than shaped to the case. 761 would also be smaller than the claimed 38mm and a 3 sub chrono.

Seller describes the movement but doesn't show photos which sets off alarm bells with me.

edit, Fred beat me to it.

I know i sometimes come across as nitpicking but why is the breitling brand name not centered properly ?, and i cant really tell but it looks engraved , not stamped

Because the 'dial refinisher' (I'm being generous) wasn't very good.

Another watch bearing "arbitro" mark is here (for comparison):

That's not to say either one is correct, of course...

I would say this indicates I was wrong and the 18k piece is "just" a botched dial refinishing, there were several models produced just for the italian market (Giro), apparently also an "Arbitro" referee watch; I will try to find out a bit more, thank you for posting this.
