Does the Breitling Chrono Colt II have a danger zone when you use the quick-set date feature?

Automatic Colts do, 8pm - 3am.

so all quartz watches don't have a danger zone. is this right?

Generally speaking that's true. The hybrid mecha quartz movements are a bit different, and analogue quartz watches can still be engineered to have a 'danger zone' depending on how the date change mechanism is structured.
