Hello,i'm having trouble with the seconds hand of the chronograph.
Sometimes when I start the chrono ,the seconds hand starts for one second and then stops for a while and then it goes again.
And than it resets three seconds too zero position.
Is this a sign that the baterry is low or is it worse?

That doesn't sound like a typical indicator of a low battery, but it's definitely an indication of a service. The chrono seconds reset can be adjusted by the user on a quartz, but if the seconds hand is jumping / skipping / getting stuck, that's a service issue.
