OK, this isn't like undercharging one of those old cell phone batteries on the first charge, so they could never then be charged fully. By winding it only 10 times, you have not hurt it at all. The AD was suggesting you give it a fully wound spring by 40 manual winds.
Roff gave the procedure for testing the power reserve. If you only wind it occasionally at 10 winds per and and let it sit overnight and such, it wouldn't surprise me if it wound down after 24 hours. All arm movement will do is maintain the tension on the spring, not increase it.
