Which model? Are you sure you are looking at the "seconds" hand or the chronograph's second's hand.
Push the pusher that is "north" of the crown and see if the hand in question starts. If it does that is the chronograph second's hand. If there is no pusher next to the crown you do not have a chronograph.

Where did you get it from? Do you have pictures? A lot of the Breitling fake chronos don't work.

So are you saying that the hand in the 9 o'clock subdial is not going around? That's the second hand.

As MJBryant says, the second hand in the centre of the watch is for the chronograph and is operated with the pushers (start and stop with the top one, reset with the bottom one when the chronograph is stopped).

I'm not a chronomat expert, but that looks ok, assuming that is the actual watch you got. The seller claimed in the listing that the watch worked perfectly. I would probably attempt to return it at this point, otherwise you need to take it to an AD. It may need a full overhaul which runs about $500.

Press the top pusher (at 2 o'clock) to start it, push it again to stop it and bush the bottom pusher (at 4 o'clock) to reset it when stopped.

You did get a manual with it, right? I'm pretty sure this is all explained there.

You have to push it pretty firmly until it 'clicks'.

If not then you'll have to take it to an AD.
