Does anybody know what the 13,14,15,16,17 etc on the dial stand for why does it begin at 13 and end at 23. And i have set my watch to an atomic clock and it gains exactly 11 seconds per day that is better than the 30 seconds i thought it gained.

It's for 24 hour time. For example 1 o'clock pm is 13:00 or 1300 hours ; 5 o'clock pm is 17:00 or 1700 hours. It ends at 23 because it would probably look clumsy with a 24 under the applied 12.
