On the vintage ID cards, there are 2 numbers listed (circled) one refers to the model number. What is the second number? I don't think it can be the serial number ( which by some logic it should be) as it doesn't appear to be the right format? Maybe the year and part of the serial number?

Year of selling is possible, I have two (one German, the second in French language) which have a stamped selling date in 69 and 70 like yours and also a handwritten full date of the same year.
