In your experience, would this sort of dial discolouration be permanent or could it normally be cleaned?

only a very, very competent "dial doctor" can tell, it could be discoloration, it could be nicotine residue - let Craig try, you could get lucky (or end up without a pulsations scale) ;) jokes aside, good chance Craig will get it off, you won't try a DIY cleaning job, will you ?

No, I'm not a DIY type as soon as you veer away from household stuff.

Light patina live with. The older the more risky trying to clean a dial. Craig can tell you just hitting an old dial with a blast of compressed air can remove paint. You might be able to find a replacement dial for the one pictured as it's not all that old.

I decided to pass based on feedback that the red lettering might fade if it was cleaned. Dial condition is the most important thing and I can wait for a good example, and one will come along in the future.

Imho your dial is very acceptable as is and your "slightly patinated" 2030 remains quite desirable even with its "slightly spotted" dial . Datora dials sometimes are popping off on ebay, it lets you an hope to be lucky and find a NOS in the near future ?
