I got this vintage 1960 Breitling Ref 4502 with a sad dial. My question is can a dial like this be cleaned short of being refinished?

Dials can be cleaned, but I'm not sure whether that dial is cleanable - from the picture it looks more like permanent damage has been done.

but this is a dial that International can most probably refinish (relatively) decently, Rick.

Dial cleaning is not something you can just "do". A funny story, as a kid I was really into Omega and Elgin. So at I think like 15, I bought an Omega in rough shape that was going to be my practice watch. Take apart put together and repeat type thing you know. Had a nice dial, Seamaster but it was dirty (patina LOL) and I was going to clean that baby right up. Got me some Windex and soaked it down and let it sit for an hour or so. Wiped it down with a cloth and had the cleanest blank dial in America. That was a moment I can tell ya. LOL.
