I just got this watch from my father-in-law. He told me it was past down from his Grandfather. The other one is a vintage Rolex.

I would appreciate advice here if it is worth it to have it restore.

I received a quote from the servicing agent here that it will cost more then US$1000 to have it restore and it will take about 12 - 14 months to do it.

Please advise.

It shouldn't cost anywhere near that. We're guessing without seeing the movement, but we have a member here chronodeco who can restore the piece for a heck of a lot less than that. Was that quote based on the Heists doing the work (Horological Services in PA)?

If it costs over a grand to restore that thing, honestly speaking that's more expensive than the watch is worth itself... even if it was in good condition to start with.
