Your best shot at that is to use a stake that is larger than the wheel being worked. There are a few different ways to make the stake. The bed of the staking tool is hard and flat, so you can stretch them with some effort providing the diameter is small enough for the entire wheel to remain on the bed. Of course, they will never be truly round but the difference will only show up on the timing machine if you do it right.
Cutting wheels is another matter entirely. Clock wheels are relatively easy compared to watch wheels, especially if you have to make the cutter. There is so much time involved it is just not worth it. You will never get your money back.
