Yeah I've heard people say that but it makes no sense. The rate of temperature loss will be faster/higher for boiling heater due to the temp gradient, but it has much much further to cool to get to freezing temps, so the cold water would still freeze first

edit: interesting.. just did a quick google search and discovered it's called the Mpemba effect, but remains controversial and highly depends on specific circumstances and what you define 'frozen' as. Learn something everyday!
