Found a local watch that is in almost brand new condition. The seller is willing to meet at Tornuea to verify authenticity. He is asking $3900 for it. Seems like a good deal. My question is two fold; is this a decent price? (He also claims to have bought it from a grey market dealer so no paper). and as long as the AD will authenticate should I have any doubts... Thoughts?

Considering what a new one cost I'd say it's a good deal. You'll just be on the hook for any service that would be normally covered under warranty. Some grey market dealers provide warranty service. Jomashop comes to mind.

As a side note, funny to see the odd GMT time on the face.

Should be meeting him today at the AD, has digital manufacturers warranty card just no Cosc.

With a properly completed Electronic Warranty card Breitling should honor the warranty, AFAIK only authorized AD's are able to complete the electronic warranty process. A replacement COSC certificate could be ordered through a AD if you so choose. Good Luck!

As a follow up, I purchased the watch and am very pleased with it! The seller didn't realize in the box it had the COSC & 5-year international warranty. The AD listed is Govberg Jewelers :D The rep at Torneau walked me through how to set the GMT function on this watch and explained how to read the sub-dials. Great experience overall..

Sounds like a great deal be advised that in order to be eligible for the five year warranty you will need to have the water resistance of the watch tested after two years. The test must be done through an AD. Good luck!

Nice choice. Got mine and still loving it after 3 months. I've tested mine and it runs on average 4.6 seconds fast per day. It seems to keep better time when worn daily. It is a beautiful watch. Tried to add a photo but website says photos too large!?!

Couple quick questions, how much does this test cost and is it something done in house at the AD or shipped out to BUSA? Also, do I need to register the warranty at an AD or will simply having the warranty booklet for the watch suffice?

Having the warranty book is enough. The 'test' consists of checking your watch against time.gov or similar. You can buy a timer on eBay or similar but really no point for interest purposes.
