Hows is supposed to tick? Looks like the seconds hand is moving about every 4 seconds. is this right?

It's a battery end of life indicator. Take the watch to the AD and get the battery replaced. Depending on age it may also need a service.

Battery change isn't service. Battery change will run about $60, service costs are listed on the Breitling website and vary by country. Choose your location under maintenance centres and there is a PDF of local pricing.

As long as they have a watchmaker they can do a battery change - without a watchmaker they may not have the right tools / battery.

Ok so ad didn't have the right caseback tool and would have to send it away. Any other ideas?

Find an AD with the right tools or send it to Breitling.

If an AD doesn't even have the right caseback tool, I sure as hell wouldn't trust them with anything, let alone opening up my watch. Back to Breitling, no question.

Ok found a authorized dealer to change the battery, they can do it in house but can not pressure test. What should I do?

Avoid water, find an AD who can pressure test as well, or send it to Breitling.
