I want to bring this discussion back up and ask something slightly different. If a non AD says the warranty has a Breitling USA perforation and thus the warranty will still be honored by Breitling is that accurate?

Not without the rest of it being completed. Dealer stamp still isn't a big issue but the absence of serial number and / or date of sale can be.
