I would think that the Rubber Strap would be more secure with the tried and true buckle, and less likely to lose underwater. Also less chance of tearing a wetsuit than a bracelet? Just my guess- since I'm not a diver.

In CLOSING, 99% of dive watches sold are never going to see a wet suit or even 30 meters deep. Even though watches are marketed as "dive watches" and meet international standards, the brands know to whom they are marketing. Breitling has made some bonehead design and marketing decisions in the last few years, but the lack of a dive extension on their "dive watches" is not one of them. If I'm scuba diving, I'm not wearing a tank on my wrist like most "dive watches." To quote Breitling:
