I am not in Toronto, but the recommendation is easy - take it to the Breitling service centre, they are the only people authorised to wok on it. It's 40 Hayden Street (south of Bloor, east of Yonge).

It's gonna cost you hundreds for the repair. Why not return it from whomever you bought it from, as it clearly can be claimed that it is a non-working watch?

Took it to a watchmaker, he said the crown felt fine and being 5 years old it likely needed a service. He said he could take the back off and make sure everything else was fine and right away found a loose screw. He charged me a few dollars for the fix and said the watch was in such good shape he'd wait at least another year to send it in for service. So all is sorted out now.

Except that:

1) He isn't authorised to work on Breitlings and if Breitling recognise that a non authorised watchmaker has worked on it then your service costs will go up
2) Removing the caseback has allowed dirt and dust into the movement
3) If it is 5 years old (which probably means 5 years since first sold and could therefore be 7 years old) the oils have virtually broken down and you can't tell that just by looking

Best thing that I would learn from that experience is to never use that watchmaker again.
