I own a couple of Froggies myself - a non-atomic and an atomic version - and yes they are a lot of money for G-Shocks.
However, the price is essentially down to three factors -
Firstly, they are all ISO 6524 certified, which means that every single watch in a batch is tested - not just a spot check on one or two that happens with most water resistance tests. Additionally the watch has to be tested in water to 125% of the rated value - hence very single Frogman ever made is physically tested to a depth of 250m. Some of the tests are also very time consuming - 50 hours for some of them. All of this means time and effort, and hence cost.
Secondly they're the only G-Shocks still actually made in Japan, they're the only ones with a steel inner case, and they use a higher quality resin. All other G's use a composite case and are made in Thailand nowadays. Japan has higher production costs than Thailand.
And lastly, the Frogman has an almost mythical status among many G-Shock fans with a truly fanatical fan base, which all translates into dollar signs for Casio.
