And for some reason Mainland Chinese and that reason must be the fact that in China they get hit with 30% luxury tax on top of the basic retail price anywhere else.
Good enough reason why the shop owners in Hong Kong love shoppers from Mainland China and Japan who are happy to pay a full price as it already is 30% cheaper than back home ;-)

not sure they willingly overpay - if no one in japan sells at a discount, it is simply the selling price. we in the US, or at least i, dont ever negotiate when shopping at a supermarket or a staples even when buying a high ticket item like laptops or furniture. i accept their offering price as the selling price. you just dont expect price flexibility with certain merchants in the US and thats how it is in japan across the board.

as roff said, its a culture. japanese people walk into a store and haggling over a price is simply not done with limited exceptions like akihabara - the electronics bazaar known for deals and discounts. consumers dont expect it so merchants dont offer it.

hong kong on the other hand is a free for all, where EVERYTHING is negotiated it seems...

True, good point. It's all relative...I suppose I've just seen Japanese "over pay" for things from my American perspective, but to them it's a "normal" price. Either way, I think it's safe to say you can do much better for yourself on luxury items outside of Japan, so personally I'll wait for trips to the U.S. to buy more expensive things. But that's just me. And for the record, I love living in Japan...great country, culture and people.

I also love living in Japan, and still miss the days there.

In Japan, you can still buy watches at good price from those gray market dealers such as kame-kichi, jackroad. Such dealers get the watches from oversea (Hong Kong, Europe, etc) ADs at deep discount, and then sell the watches in Japan (it is legal in Japan). And these watches comes with all paper and warranty card. The warranty card is stamped by the AD who sold it.

The good thing about buying Breitling from Japan AD is that you get the membership of the Breilting Japan club, access to their lounges, and half price on the maintenance fee.
