Plus if one has a rotation then pin point accuracy is not an issue for me. I change watches every day.

As long as it's not noticeable of course.

Driver already gave you the answer - check it against any atomic clock device, or like you do, the NIST website over any given length of time - 24 hours, a week, whatever. There is no magical or correct way to do it. Your watch will not fluctuate to the COSC extremes - -4/+6. It will be quite consistent, with marginal variation. So whatever it may be - +4 secs/day, for instance, is what it is. You can't make a meaningful difference by wearing it differently or storing it differently for the few hours a day you have it off the wrist. You can't get it to balls on zero by doing anything short of an unnecessary regulation. The point is, anywhere in -4/+6 IS optimal performance.

I typically check my new watch for accuracy for about a week after I get it to determine the benchmark for that watch. I'm not bothered if it is +2 sec or +10 sec, I just like to know what it is doing.
After that I like to time them every few months as a "health check" as any major deviation would indicate that something may need attention.
I use a $50 quartz Timex which is loosing about 2 sec in two months, more than sufficient for my needs as a reference for accuracy check over a 24 hour period.

I set mine using the GMT website and then just use it to verify accuracy. Usually once every couple of weeks (as my watch is currently running about +4 so after 2 weeks I'm about a minute fast).

The U.S. government shut-down has stopped the NIST website time clock, although you can still synch your computer to their internet time service. Good 'ol WWV & WWVH are still ticking away with the late Lee Rodgers (who just passed away at the end of January this year) and Jane Barbe (d. 2003) respectively. Canada's National Research Council website time page is an option for accuracy checks. :canada

I'm sure there's plenty more sources.

I use the "Precise Time" app which is tied to the atomic clock.
