From what I understand, this has always been in the works and will be for at least another couple of years
The engineering wizardry required in cramming adequately powered 406 beacon into a watch are steep (requires more power with less propagation) and multiple EU Prime contractors (Not Dassault) are still bidding and/or only at TRL Level 4 or 5.
