Bought a new CSO 2 days ago. Timed it over the last 24 hours. It's 7 seconds fast. I think this is outside the COSC spec, but if it's nothing to worry about it, then I'll live with it. Thoughts?

It's nothing to worry about - yet.

A new watch will take several weeks to settle, so just wear it and enjoy it. If it's still outside of COSC specs in a month then start thinking about getting it regulated. Also, if you leave it laying on its back at night then try laying it on its side, crown up, it will cause it to run slower.
